NAKAWA: At least 60 senior Judiciary managers,comprising of Registrars, Deputy Registrars, Assistant Registrars and other Heads of Departments have successfully undergone a Management Skills Training.
The one-day training organized by the Judiciary administration, took place on Monday (November 18, 2019) at the Judicial Training Institute at Nakawa, Kampala.
The Permanent Secretary/Secretary to the Judiciary, Mr. Pius Bigirimana, officially opened it and the Chief Registrar and Judge Designate HW Esta Nambayo closed it.
It attracted facilitators from the Ministry of Finance, Office of the President,Ministry of Public Service and the Public Procurement and Disposal of Public Assets Authority.
"We decided to come here to share and learn. Learning is a continuous process to help us acquire new skills," said Mr Bigirimana, while opening the training.
He said Registrars are managers and need to have management skills. "The Judges must be largely engaged in adjudication, although they can once in a while guide and supervise the managers," he said.
He encouraged members to enroll for MBA for them to become better managers and get used to the whole idea of having SMART goals.
"It's important for managers to plan because it helps them focus avoid overlaps and it helps them manage better. As a manager, you need to know where you want to go and how to go there. You must have work plans with clear outputs,performance indicators and timelines," he said, adding that it was equally important for them to be accountable at all times.
Mr Bigirimana said it was now time for serious business for him in the Judiciary,having already clocked 100-days as PS/SJ.
He,among other things, pledged to pursue the issue of securing more vehicles and accommodation for Judicial officers as well as the other resources for the Judiciary work.
"I have already prepared a cabinet paper on lifting the ban on purchasing vehicles for the Judiciary. Ours is not a ministry - it is an arm of the state. I expect a confirmation in this regard and a supplementary budget in this regard," he said
The PS/SJ said he would also ensure that Judiciary staff behave in a manner acceptable in public service to guard the integrity of the Judiciary.
The PS called for a round table session between the Ministry of Finance and the Judiciary for purposes of making the "Ministry" appreciate the cost of not financing the Judiciary.
